Yes, I tried by buying it in a NG+ but the event still fired.

The Fire Protection only works once, then you need to buy it again.

What do people recommend for a new player? The 2018 version with overall less content or the modded 2014 one?

Played for an hour or so and can't find the fire protection at all in newgame plus. As soon in my behaviour drops below 20 I seem to get game over and have to start all over again. Any suggestions on best way to proceed?

Just don't edit .rpy with notepad++ or a similar program, the carriage return make an auto tab, just replace the tabulation by 4 spaces, or nothing. save the file, and it's done.

Sorry but i don't use the modded version and these files may not be the same, this is just gona make the game more buggy for you if i send you a file with a different content...
You can use Notepad++ to edit the file, as it looks like you haven't altered the file yourself.
Just be careful with the return key, avoid using it in indented code, have the reflex to replace them and things will be fine.

DL a text editor that display line numbers (like Notepad++, it's free.).
Open the file which cause the problem.

When I start a new game I have cafeteria already unlocked. Did you download latest version of the game? You have the link on page 5 post #95. Download links on OP are not up to date.
