Training center is in the center of caster twn, east side."
And then
"By the recommendation of the drugstore's owner
Listen to the story of the boys in the shop."

That's what I did. It went "can't open as archive".

It sounds like the file is corrupt.
Try downloading it again. Maybe that will help

No you cant, the grandfathers peeking powers will be upgraded automatic on progress through the story.

I believe there is a quest the priest gives that you have to complete to be able to buy it.
