Since nobody else is having issues with locale emulator then it must be my version of it that is the problem. I have downloaded the version of locale emulator that's in the O.P. but I am at a loss as to how to Install it. Anytime I try to do anything with it Microsoft Visual Basic starts to run.
Can anybody help, please?

I'm on Windows 10 and having issues installing or starting L.E. 2.3.1.0, I'm not sure whether the software is yet ready for Win 10? Also I can't seem to open the .sln file
