umm try all these steps:
1- test compatibility with windows 7 and run as administrator
2- try a new game (maybe solve it)
3- possibly you activated a trap of the game try the 2 option and do not activate tricks (that can also be a factor)
4- if you have a graphic card, try not to use it (that can also be another factor)

I"ve called Officer Stubble before I went to Laticia's however once at Laticia's I try to use the (Laticia's) phone to call the cops and end up ordering another Taxi to Laticia's house and get charged another $50. No other choice. I am stuck on the last scene for this version.

I tried to continue a save game where i haven't use the painkillers from last version and it worked. Thanks man!
