They probably just used the same tile set for the maps. RPGM provides a bunch with the software and has more you can buy. Nothing new in game design, sort of the same as a game using Unity asset store assets. Not really a rip off when it's part of the standard dev kit. A bit lazy though if you ask me.
As someone who has played both games, this is a blatant rip off. The "story" if you can even call it that, is the exact same. The area you visit, and the map is also the exact same, not just same textures, or tools used, but the exact same thing. As someone else already mentioned, the creator of this just took a popular character and shoved it into somebody else's work. This looks like it was meant to run on mobile as well, and also introduces an energy system meaning you can't just see all the "good" scenes right off the bat. They somehow copied double melon, but just made it shittier.
