It's not the size of the boobs people comment on, it's the bodies overall. They seem to lack most of any secondary female sex characteristics, like wider hips. Developed boobs/ass are the most obvious characteristics that make them look more mature, so that's what people suggested, but there are other ways to do it. Plenty of women don't have the body of D, but there's no doubt about them being 20+.
