I really don't think it does in my humble opinion.
In fact, dare I say, no game does. It makes sense if one or two characters out of the whole cast doesn't mind sharing you but when no girl cares, that bugs me. Because at that point they're not real characters but rather fuck toys. Also I might be biased because I enjoy it in games when characters expect you to be faithful and dialogue is actually romantic rather than horny. To me that realism makes sex scenes more hot. In harem games it's like they don't give a fuck what you do.
So I think harem and romance are very very difficult to do together without it turning out to just be a mindless Fuckfest. I can't currently remember any game that got it right.
As for CoBD specifically, I have already said it before, but the harem definitely feels forced. The way that MC can just go from anywhere to anywhere just to bone a girl even though the entire city is supposedly looking for him in a world where there are cameras and spying devices everywhere, it makes no sense to me. It's like you're supposed to think of the sex scenes as filler content that didn't actually happen in canon but are just there to expand length or in this case appease the players.
That's my two cents.
Imo it all depends how the world is built. If its some super grounded 1:1 real life sim game then its alot harder for me to accept than in a game like this which has basically an alternate timeline of what could happen if things go south and mutants turn out to be real. From what we have seen about the world it doesnt feel out of place that sex is a much more casual thing and relationships seem to mean something totally different than what is "normal" in real life.

I also have to agree with LuciferPrometheus that the story, as it is written, doesn't really lend itself to drive around to fuck multiple chicks when the entire city is like gunning for MCs ass.

I'd argue that it's a matter of tastes and preferences, it always is, so as long as you, the player, like a certain game and think it's worth supporting its dev, that dev did a good job and accomplished their goal.
I personally think that few mistakes aside, COBD is a great porn game with an actually well-written story that legitimately deserves ALL those raving 4 and 5-star reviews, unlike most of those ugly bastards and creeps on horny, dumb sluts simulators, while most japanese adult VNs and porn games are, to me at least, a complete waste of time and some nonsense written by a bunch of horny teenagers who know jack shit about women IRL. But like I said, tastes and preferences are always the deciding factor when judging the quality of products like this type of games, so that's that.

It might be true for Victoria and Ellen but both Katie and Gloria(?) don't seem like the type who don't care if you fuck around. In fact Ellen would probably break up with you or go crazy if she found out you were fucking both her and Gloria because she sees her as a sister.

And I'm sure there are many other incongruencies.
This game kinda became a fuckfest at around episode 7 which is a shame because I remember playing the first 6 episodes at once when I started playing this game and I couldn't wait to play the next chapter. But after that the story went downhill.
Also the big cast takes away from the tension. Think about it, why does every horror/thriller movie have a small main cast? Because it's not as scary when there are too many people. They'll even make the characters split up to make it more scary/thrilling.

Not really, or at least not so often. You could have sex with Ellen and Victoria since chapter 1, but you couldn't fuck Katie until 5, and Gloria was off the table for obvious reasons. And you could only fuck Shanlon once. From chapter 8 onwards, all those sex options got multiplied, and the fact that there were no hard limits as to how many scenes you could get in the same playthrough (there's only a couple of mutually exclusive scenes) makes a 'manwhore' route a total fuckfest that kills the intended thrilling narrative. Sure, all scenes are optional so that's on players, but that route is not that hard to get, and it totally detracts from the tension the writing tries to convey (especially because, most of times, you have to get to the location where that scene takes place anyway, even if you're not in that girl's sex route). To me, as a believable story-focused game, CoBD ended with Book 1 (chapters 1-7). Book 2 is just a completely different thing.
To each their own. When I go into these games I know Im not playing Cyberpunk, I'm playing an adult VN which are inherently going to lead be heavy on the sex scenes. This game is more focused on story than most, but is still "just" a porn game. I still dont think its out of character for the world that multiple sex partners would be crazy.
The Patreon after all is "Phillygames, creating Adult games" not "Phillygames, creating a deeply hard sci-fi world that mimics our day to day life"

Not really. Some girls were immediately "fuckable", due to their nature: Chandra and Shanlon are natural born slut, Victoria is a corporate whore and Ellen was already a Jake's lover, but the other girls were off limits at the beginning, since the story didn't achieve the right conditions to fuck them; even if they were presented immediately (like the Doctor). Only in the later update the game became a fuckfest, since all the sex scenes in the Book 1 were well introduced by the storytelling, while most of the sex scenes in the Book 2 were pretty forced in the story.

This. In Book 2, the effort to include all those sex scenes goes against the storytelling. Where Book 1 was an interesting story with sex scenes, Book 2 is a nice and entertaining fuckfest, but little else. Anyway, here's hoping for a satisfactory ending. With its flaws, it's still one of the best games out there.
nah Im still standing on the point its nothing but a wishful thinking or hidden frustration over long c14 release. and its weird to explain the amount of sex scenes because of "nature" of a characters, we are switching the cause and result here to suit argument. not to say its nothing out of extraordinary for porn game to up a pace further into development, and even then, the game had plenty of fuckery without much introduction, even in book 1.
Considering we have expressed this same complain even before the release of the chapter 12, I would say no.

Oh, please, I thought we were having a serious discussion here. Don't play the 'you're frustrated because it's taking long' card with me, when I'm sick of explaining why WaL! devs haven't released an update in almost 2 years. Again, the problem is not that there's 'plenty of fuckery without much introduction', but that there's too much fuckery against the flow of the game. You can not try to convince us that the MC is being chased by all the powers that be, and then make him roam around the city again and again, even on foot, just for what feels like yet another booty call that doesn't really add to the plot (especially when your path chosen forces you to skip that sex scene). This is a complaint I've been expressing for some time now.
same as you wont convince me that fucking Chandra in the backyard is some genius plot development, or having that infamous futa scene was 100% needed. its a fucking porn game, porn is the flow.

Adult game doesn't mean just porn. The reason why most of us play these games is because of the story that mainstream porn lacks. There's a reason these are called visual "novels". The plot makes the sex scenes better because you're attached to the characters and actually care about what happens to them.

I agree. I love a game with a good story, but also with a good amount of spice sex. I think I'm still stucked at the 90's where the porn movies they were more softcore and with good stories. Example: Animal Instinct, a movie with spice softcore sex, but with good story theme.
