in order to open vault you have to advance Amy/Emma first Amy can be advanced in veronica path or if you are having trouble or getting bugged then open your save file with notepad then ctrl+f search for the_vault 2nd line change the value to 1 if its 0 it must look like this

How far into the game are you most places only trigger when you reach certain points with each person ie to unlock the Police station

Always 23:00 23:59 Downstairs hallway no Spy on her in her bedroom
Always 22:00 08:00 Your bedroom no After spying on her go to sleep, make sure you are asleep at 03:00.
1. Get her bedroom key from the kitchen.
2. Find her ID card in her purse, in her bedroom.
3. Take a taxi tot he police station and talk to officer Debby.
4. Give her ID card to Officer Debby.
