what confuses me is that the games themselves are available uncensored... so not sure why this is censored. is there an intended future patch coming or is this a fanmade thing?

Japanese indecency laws. The producer lives in Japan. So he needs to follow their pixel laws. If he doesn't he'll go to prison + a massive fine. It doesn't matter if he has a market overseas. He still is liable if it gets leaked. It's different if it the "localization" rights get sold off. It's not his business if the international release gets leaked. He's not liable in that case.
i wish they'd hurry up and sell off them localization rights to an anti-censorship western company... man i wish i had money for a startup...
