She has to reach 30k, you can run around the casino to have her join you, then feed her ice cream to improve her condition, when she feels that "she could beat you" (not worded like that but somthing similar), just play a game with her so that she distach from you and she'll start winning money on her own. At this point just stand somewhere in the casino and speed up the game with RPGMV SpeedPlugin until she gets the required amount.

Actually, it looks like just wandering around works, this game is confusing

After testing and guessing, there are some things that I found:
1. Guess we all know, both sides needs minimum 30K and the document that cost 3K you can buy the bunny receptionist.
2. You ALSO need to advance the story, how to do that? There's an item called "story seed" you can use in your room to see the story of Hibika. How to get the item? I'm not sure. But I got one after playing with the cronies,they don't give you always, I had to play like 5 times to get 1 (I had whistle with me) I don't know if I got when I won or when I lost.
3. When you are with Hibika you can press A to talk to her and challenge, there the game explains you about the "story seed"
4. I think you need around 5 seeds, the game itself will tell when you are ready.
5. A theory I came to is to get Hibika in team and move around and getting challenged by the cronies, so she doesn't get more money. Still testing...

i figured it out...you just need to click "A" so that you can get her approval to start the duel you do need her to get money which is pretty much just go in the casino then go out and sleep and she gets money periodically it starts with 30k,300k,3mil and 3mil+2mil to enslave her

yeah some select gambling tables where she bets on will give idea story seeds also her lackeys also has a chance to drop them but the gambling table where she bets money on is still best way to get them

You can feed her the high quality ice cream that will double her earnings that will let you get to the 300,000 and 3,000,000 money mark faster.
Unlock the shrine buff that boosts slot machines and then play slots until you have double or triple the battle money. Find the game that plays automatically (hold down control) and repeat that game until she has enough money to take to the battle. She earns money each time you play a table game, and she needs enough to start the battle.
The second (third?) game is a betting game and I'm not sure what putting your dice into the box changes. But you play the game by betting on what the dice outcome will be. So 3 of the same 180x payout, 2 and a X and so on. I beat her by going all in on bets that were the same, so 3x3, 9 total, 3x2 + ?.
The other games are easy enough and you get some sort of boost sometimes (the gaze effect). The last game with the high low Russian roulette is trivial if you go in with 30+ million.

At the start of the round, you both put a dice in the box, meaning two dices are fixed, yours (that you know), and her's (that you have to guess). A third dice (the middle one) is then rolled randomly.
Best way to go about it is to just put a 1 (or whatever else you like), wait for her bets and check what dice she bet on. If she put a 6 in the box for example, she'll probably bet on answers that require a 6. thanks to that, you can bet on the bottom combinations for *your dice + the dice you think she has*, then bet for pair of the dice you put in, pair of the dice you think she put in... That should give you an easy victory, although it still takes quite a few rounds.

go to 2nd floor, outside of the dog race, talk with the dog lover kid next to the mother, she will tell you to play the dog race bet.
You will need to bet a lot of times in the dog race to be friend with that kid (around 30 times or more i think), then she will give you the dog certificate.
