Either this is a botched release or the developers of this game are the laziest in the world.
Why?
Because the campaign mode doesn't work, you can't build anything!
The tutorial is in the campaign mode so learning how to play is then removed.
So they just ignored the tutorial and let players figure it out playing sand box mode...
The wiki doesn't help either because the tutorial there is either done in an earlier or later* version than release here on F95Zone.
*Which is hilarious if that would be the case since this version is the "complete" version....
