Although you're essentially right with the legalities of it, Paypal does has a long history of negating business with adult content even before Patreon, for the longest time artist with even the most vanilla content will still see their accounts frozen and closed if Paypal realized it was being used for such, that's why it was seen as a triumph when Patreon manage to convince Paypal to accept payments for such content on Patreon.Sigh. This is not the problem. The problem is the credit card companies. They do not want to be involved in illegal activity because it would cost them money. Incest, for all intensive purposes, is not legal. If you want to use credit card companies to make money, you can't use it for illegal activities. The credit car companies will not work with you if you do anything even remotely sketchy and they catch wind of it. No game is ever gonna be worth screwing up a system making millions of dollars otherwise. Paypal doesn't give a shit what you do so long as it's not gonna create ire with Visa, Mastercard, etc. I'm sure paypal has rules too, but a lot them are probably based off not raising the ire of the credit card companies because it's likely a major gravy train for their business model.
Notice how as soon as the incest is gone, everything seems to get the a-ok again. Fucking people is a-ok from a legal standpoint. Fucking your sister is a crime, no matter how conscenting everyone is. This is why you see all the step incest porn from the major porn studios.
And hence the worries of many other users on how much Paypal is gonna twist Patreon's wrist into starting to exclude other types of content from the platform, even if it never happens.
