Try increasing it via the cheap app on the phone by 5 each time.
okay, to break it down, the loyalty sequence
veronica stops you when going to Moms room, and says she will do something special (10 pm)
Veronica brings up suntanning at dinner, arranges saturday session (6 pm)
you spy on saturday (1200 to 1359)
you talk to veronica, and give her reward (1400-1459 same saturday, or 10-1059/1200-1459 some other day) (seperate option should appear, not part of "I need you to do something" option)
veronica proves her loyalty during reward event
I loaded up my save for the reward, which I did right after the Roof event

Her submission level is 65 but the reward option still doesnt present itself regardless of when or where I confront her
I just played it through for a second time and somehow missed Scrub-A-Dub in Ashley's Splish-Splash sequence. What steps did I miss. Can I still pick it up somehow?

check the 6.9 guide, to see if you missed an event - her level should be about 14 before tanning, 15 after tanning, and 16 after reward

hopefully the spreadsheet from 6.9 helped you. Thinking about it now, I think we all focused too much on "submission" (which would have had to be 60+, unless you deliberately lowered it). The problem is/was probably "LOVE' not being high enough, since you get 5 pts from the reward, and you should have been at a ceiling from the cab rides.
I am going to assume thats a guess- and if so, my money would be on Emma. She has all the classic signs- no steady job history, recently arrived in city, Yoga/martial arts training, her sister works in a secret lab, and is currently not seen from 17:00 to 10:am. She is staying with a "friend" at a secret location, and she is used to being stared at. The hidden beach event might deal with the MC discovering a clue to her secret identity..The superheroine is Claire.... I'm back
Although the coffee girl also makes a good choice (in which case she is pretending to be mild-mannered, and Debby might have some serious problems)
I don't think its Debbie- she doesn't seem to care enough about "real" crimes.
