You can use Premier Pro
just make a sequence in any resolution then change the settings of time interpolation into Optical Flow

You can use meGUI ( i dont know free or not ) Premier Pro or Hybird ( free ).
For me I do it manually with my own code and scavenge a little bit online.

Personally I've found Flowframes sufficient even with a shitty PC (took me only 6 or 8 hours to finish upscaling 1080p30 to 1080p60), and it has support for AMD.
