had the same problem, if you look up mugen in the folder then 2 cfg files should pop up. Just open those with notepad and go down to the [config] and [video] sections and edit the numbers to be 640 and 480 for length and height. Not sure if you need to edit both or just one but better to be sure

Hello, I was facing the same error as all of you. I would get the d3d11.dll error and the game won't open. I unticked the read-only option for the folder of the game and did what the user below suggested to do. Even though the error still pops out I can open the game and play. Try what I did and maybe your game would work too.
