Let me guess, Germany ? I'm with Steam on this one, the verification system is beyond ridiculous and doesn't protect from anything at all - it takes 5 minutes to google check sum algorithm and fake you date of birth. Deutsche Digitalisierung at it's worst.

If you have VPN, you can use megadownloader (google it) and switch servers when the mega daily cap is reached.
