First of all you should play v0.12 extra.....then wait for 12 midnight at trading city. Go towards your right at trading city and you can see a man guarding an entrance of a building. It was a white colored building I think. Talk to him, he shows up only from 12 am till 4 am midnight.

The lags are preventing access the menu or getting in the bathroom...it's unplayable.

honestly I recommend that you run through it, it isn't a very long game plus there are so many different paths to take for different scenes.
