Because I put the patch in the data file and nothing happened.

Sorry if i am late about 1 year cause i downloaded now the game. I got same error and just as i thought for me it was system locale problem. Maybe you already fixed this. If not change the system locale of windows to japanese.
To do that open control pannel, go to clock, Language and region, click region and go to amministation option and click amministration tab. Here you can change from your native language to japanese. it will tell you to restart the pc. and there you go once u open the game it will work fine
