Instructions and rules are daunting at first, but you'll get used to them pretty quick. They're there for a reason, and help keep this wild west organized.
Instructions for uploading comics can be found here (general-how-to-post) and here (comic-uploading-rules). If you're unsure, you can ask and plenty of people will be willing to help you out; and it can also help to look at already published comics.
