For those wondering why:

It's for the same reason than the three posts needed before you can add a link into your message. It limits the risk of spams.
And there's two more posts needed for private messages because, unlike public spam that will, globally, be spotted in less than one hour, it can need one day before the private spam is reported and the staff can ban the author.
