Change your locale to the Japanese, go to: Control Panel->Clock, Language and Region->Region->Administrative (tab in the upper left corner)->Change system locale->Japan. Restart your pc and it should work.

I did it and still not working when I execute the adv.exe file with or without installation, I can see the file running but nothing happen on the screen
