Yes. I just noticed ~3.5GB can easily be trimmed by removing chinese files. (It has both traditional and simplified) boating the game. Lossless is a nice touch for those that can utilize but for people that don't care could be trimmed further-- though could break game if not in wmv, so someone with some coding exp could be helpful here-- if using .opus or .ogg sound files I could crunch game a decent amount.

So what's the ratio of choice to novel here? Or to word that another way, how "on rails" is this? If the game is 40+ hours how much of that is interactive vs just clicking through dialogue and narration?

Basically the metadata on the 'Torrent' link isn't set right (since all those links are almost always just taking you to another page), so your browser thinks it's just another page to show and is trying to display it as one. You're just looking at the .torrent file there. The easiest thing to do is right click the 'Torrent' link then 'save as' if you're using a drop method (like I am) or you can right click the 'Torrent' link, 'Copy Link', then open that link in your torrent client.
There are no English voices for this game because it's a Japanese game. Japanese games will very rarely have English voices. If that's an issue you may want to avoid them all together.

Most Japanese VNs don't seem to allow roll back, however this one does in the form of little "jump to" buttons at the begining of each line of text that allow you to skip back to that point and start replaying playing from there.
RenPy VN's really spoil you on that front
Ignoring all Japanese VNs based on one companies offerings MIGHT be a mistake. Each Japanese company has it's own distinct flavor, Kinks, Tropes and UI. If you dislike a game from a company then odds are good you will feel the same about the rest of that companies games. However you may well find you love Japanese games from a different company.
Either way best of luck in your search for good VNs.
When offered I always use Bittorrent since if you get disconnected you can start downloading again where you left off. I recommend QBittorent (Open Source, Free, No adds). On a well seeded game the Download speeds can be insane (10Mbs was what I downloaded this one at.)
If using the regular sites a good Adblocker is a must.

How many routes and how often are there choices to make? I pulled up a couple VODs of someone's playthrough and after watching several segements across a 2 hour period I didn't see any choices offered to the player. I was probably just unlucky and missed them but how often do they come up? I get that it's a Visual Novel but even in VNs I'd like to have some player agency every so often.
It's been a while since I played the game on a partially translated version but if I remember correctly it's 5 routes, and they didn't have a lot of choices at least in comparison to some of the other games I've played.
