Stuck on the "Find the boatman in the office over there" part I tried going up to the drunken guy and seeing what if anything I can do, but to no avail. Any clues or ideas?

It is the drunk guy but he has to wake up, if he is sleeping there is a dungeon you have to do before him. Talk to the fortune teller. If he already spoke to you, then to the north, there is the volcano, go to it.
