Seeking Any sandbox games where you are a menace to society that actively trying to be caught?

I want to play a game with lots of freedom but lots of consiquences espescially for crime. I want cops to have missions or bounties against me and maybe even them remembering our last encounter. I want to be able to do crimes in the sandbox and try not to get caught or just be very brazen about it knowing my stats can carry me stuff like that

Two Horns lets you beat up and rape any NPCs you want, but if someone saw you and get away, the police with show up (stronger NPCs like guards or men will directly fight you instead). if you're high level enough though you can either beat up the witnesses or the cops.
