Incest evolves the species. Without incest, you just get your mother's boring DNA and give it to your children.
But when there's incest, mother's DNA + same mother's DNA = parts of the identical DNA cancel each other out, forcing new genetic material to take it's place, coming from a deeper level in the genetic code. Those changes could take millions of years normally, but incest can make the pokemon evolve faster. No more final form, we could breed a whole new deck of pokemon with all sorts of evolved powers, in just a few generations time.

Sounds bizarre, random, and not well thought out... There are plenty of folks out there with a plethora of ideas... Will you find a good artist willing to help out? Maybe, but chances are low...
If you want to properly pitch a concept when looking for someone willing to go along with it, without just paying them to do so, then you need to come up with a game plan, with lots of details (i.e. game play, story board, a plot, etc), other then just a quick couple sentences about some idea off the top of your head... Which is basically how this idea sounds at the moment...
