I think the trick is to make sure you get the masturbate Liara thing going and have enough paragon points to unlock Liara's submission pretty quickly. Also telling Tali the suit came from Garrus may or may not matter.

(Liara's submission/corruption involves finding out she thinks she's fat and then unlocking both of her new costumes by going to the medbay and clicking the paragon icon above her head.)
