I don't think you need to do the punishment with Kate in order to get the other option with Alice. It happened for me after fondling her a few times after spanking. I wasn't expecting it, and skipped past the first time it happened.
i use the mod for it and worked fine for me, at first Ann (mom) will punish them, after few time you will get a new option "Let me do this mom" you can only spank 1 of them in same day. If you spank Alice "x"day, you have spank Lisa next day, few time like that and when you talk to Ann, under "I know what i want option" you will get another option for to punish girls alone. she won't agree at 1st time but next day that choose same option and she will accept it. after that you will get another option for private punishment at breakfast. but you can only punish one of them privately in a day.

Keep going back because the first trigger has gone off "you peeped at them" keep going back every thursday and soon it will update.
It is a very gradual effect, at dinner she will slowly start to unravel and then state she lost her job. Takes a few dinners.
