Good tool for map creating?

I'm looking for a map in the style of iccreation but I understand that if I use a city skit map I can't upload it to steam, I think because of the copy but I'm convinced about the isometric maps.
Isometric is just some fancy 2D, or 3D with a camera set up for that:

All the stuff mentioned before can do that...
Even 79flavors' example above is isometric.
So, I am still confused as to what you're looking for. If you want somebody else to do it for you, you can hire someone here: https://f95zone.to/forums/recruitment-services.117/ if you do not want to spend too much time or effort on it, you can try AI instead. It has some building/isometric models for sure if you look on civitai.com

That's not isometric, just standard 3D. Again, you can make it in the previously mentioned stuff.
If I wanted to replicate that, I'd use Unity. Build the scene, render an image of the map (or a video, if you want the waves and clouds to move), then add those Circles which I assume are buttons in Ren'Py (Imagebuttons).

RPG Maker maps can be a pain in the ass, I just use photoshop to create parallax layers, pixel-art style.

Might be late and if you're willing to pay there are procedurally generated cities for blender. Look for cyberscape pro for example.
