"3DCG" tag literally means pre-rendered 3D CG art, either still images or animations or videos.
If you expected 3D characters that can move around in 3D space in real time, then the game would be tagged as "3D"

I'm on the Control quest the wt says follow your mom when she changes clothes on Saturday night.
