You probably should visit any other Asia countries and look at which actually have laws that allow porn production. Almost all of them don't support it, except Japan with their own exception due to loopholes. China isn't any special or worst just because it's illegal.

Anyone can easily look up new articles about porn creators arrested in China and see how they even got arrested. Alot of times it's because they are reported by the public because they felt offended, not because the government went and knock on their door themselves unless they did some silly mistake like in Shirakami's case. The conservative laws are created to appease the conservative nature of us Asians, it's only logical. The government is just there to collect taxes, they don't really care.

But, hiring a lawyer for tax evasion is a bit gambling. Once the government has solid-proof / evidence that he did tax evasion, there's nothing else he can deny on the court.
And same goes with my country, government will only force taxation towards people with very huge amount of income. NSFW artist with hardly any income are safe from the gov's tax watchlist.
