Is this game really the final version? Why is there a small line below the game that says' This is not the final version '?

completed means the dev is done with it

Completed means the game is completed. Ok, it can be extended or reworked, but it doesn't mean "i left it hald done, but i'm not going to further work on it." Which i don't know if it's the case, i haven't played it.
