That's inaccurate. There is absolutely custom art in the game, in the current public release it's limited to the PC paper doll system, but according to the dev the plan is to add custom renders for all of the NPCs as well, including all the sex scenes. On his Patreon page there are teases of the custom renders of Sophie which are wip, and it looks like patrons have access to more. This is what kevintheghost is asking for.
