uh the RTP2000 file is corrupted

It looks fine to me. The content of the .ZIP should be a folder with just an .EXE and a .TXT file.
To run the .EXE, I guess you need an extra-step. On Windows, you use Locale Emulator, or EasyRPG, or you set your computer on Japanese Locale.
