Been a while since I played. It is pretty short though. As I recall you have to do some clients more than once for cash if nothing else, to get all the dresses. Talking to the various people unlocks skills when you clear that client.

It sounds like you missed someone or need to repeat a job. There are at least 2 more downstairs clients.
