Locale Emulator didn't work, however I renamed the folder name to not use special characters and exe to GIRLS.exe without the Japanese letters and it launched.

After I understood how to change the folder and .exe names, I got to play and it really is beautiful ... all the details of the animations are impressive ... it would be great if there was a way to take the censorship ...
