He's not 23. The author is self-censoring because of Patreon. All the young dudes are teenagers, and the schools aren't universities: the game's location is a high school.
Remember: you get your driving licence at 16 in the USA (14-15 in some states!).

To anyone who wants more backstory for the characters, many of them appeared and interacted in comics already. There are even references to the banned "My Summer" game in Lust Epidemic. Even Visiting Sara has a loose connection... Sara is the Aunt of the kid who fucked the girl in the porn video that Valerie made Amanda and Simon watch, etc. It's all connected.

Not sure the exact place you are at but if you've taken the photos of Val, give Andy the SD Card, not the camera.

hes in the bottom left room where my chamber is and ... all he talks about is the security guard ( something screwy with that security guard. He was mumbling something under his breath as he passed by ) and i have no option to give him the card

There is a room assigned to the MC to fiddle with card. There is a large entrance area right after you enter, with huge stairs going up to 1-st floor. There are preparations for pictures in the card, following girls around for said pictures and then searching for him to give card, during dialogue. He should be near right staircase in main hallway-entrance area.
