So im not sure if this was rpgmaker or not, but i cant for the life of me find this game, it had several defineable features though i remember. It played in a way very similar to Humbird0s games where you have an overworld where you go around and complete miniquests to spy on girls and whatnot, i beleive you were a middle aged man and you had to avoid talking to cops because you were on parole or something. The map consisted of city streets with a park in the middle and i beleive if you went off screen it side scrolled to the next map like a zelda game.
There was one mission in particular where you had to climb into a drain pipe so you could get some upskirt shots from under the city grates.
It was an extremely well polished sprite game with tons of little details and replay value, so im sure someone should know what im talking about.
