Beginning of 0.3.. you should be able to leave the house. You need to pick up your girlfriend. Go the house with the double doors just south of yours and go inside.

There are two bite of the map where you can go up its the one on the left I think and go past the dress womans house to the new motel area. He's in the motel.

One of the up entrances check every flashing point on the house on the right and then go to the house on the left for the ladder.
