I finally finished my game , but have no right to upload it.
How to achieve the rights?

The easiest way to share a game on our forum is to create a Game Request and include either direct download links or a link to a public page that has links. Just go to the Game Requests forum, follow the Game Requesting Rules and then report the thread. Someone on our team will create a new thread for the game.

Or if you want to be the owner of your game thread, create a game thread in the Game Requests forum (yes, it's the same section) but instead of following the Game Request Template, create a Game Thread. Be sure to follow the Game Uploading Rules including the template there. Then report the thread. We'll make sure it follows the template, and then we'll move it to the Games section of the forum.

About owning the game. Is it necessary.

No, you can let Uploaders have the ownership and still partake in the thread as a dev. But even as a owner you will have to let the Uploaders do the main job of uploading.
Also you can still get the Game Developer badge without any ownership.

Only staff members, moderators and especially uploaders can post there.
Normal user don't directly post new games or updates, we need to make a game request.
