Edit: Realized I may have just sounded like a dick there. I didn't mean to. But, those are the only two potential reasons to be scared over a game like this., that I could think of at least.

People are likely carded and their age misjudged for that reason, it is an impression but impression does not equal reality.
Depending on how a person grows they can retain a younger physique their whole life, yet still age the same as the rest. Pornhub has petite women. Petite women can be adults too.
You'd need alternate versions of several scenes for that (the beach thing springs to mind), and a new way to introduce Maria, but it should be doable.
Well, they specifically said "sexual content with a minor" so, I assume all sexual content would need to be locked out. Not specifically her. But yes, that beach scene would need to be redone.

Ashley's first event in the hot springs is triggerable while she's at college. I also have Kali's first hot spring event there, so maybe that's triggering it too?
