Maybe it will work for you, if you install the RPG Maker VX Ace RTP (RTP=Run time package), the instructions spoiler of the head post mentions this indirectly, however the download page is nowadays found at

On the other hand RGSS202E.DLL is, I think, for VX (without Ace), so you might have to try both, to get the correct dll.
