Every file host will remove content when they receive a DMCA, there's no getting away from that, unless you host on the dark web.

Nop, DMCA is an US law, so the US file hosts will have to delete the files. The others do not have to do it. Some will, but not the majority.

All of them will. Whilst DMCA is a US law, a DMCA takedown request signifies that there is illegal content hosted on their servers, so they will honour the takedown.

If they don't, then they are risking their business as their upstream provider can get involved, as well as attracting legal attention. Many datacenters also charge per abuse request received, especially if the client is receiving a lot. So the filehost is faced with this question; delete a file which is infringing copyright (which is illegal both in US and whatever country they're based in), or potentially put their business at risk.

You might occasionally find a file host which 'ignores DMCA' but they won't stay online for long.

In practice, it is just personal p2p webpage on tor principle not visible as onion. True dark web.
Onion - Joke (P2P, Tor, Tracable to ur home!).

When uploading a file, changing the filename and repacking with a password goes a long way.

By dark web I meant Tor's implementation. Tor's dark web is as 'bulletproof' as you're going to get. Content is safe there from any type of legal issue, as long as the site is setup correctly and the operator is cautious enough. Also Tor isn't P2P.

Deep web will still be prone to DMCA once the content is discovered/links shared, so isn't 'DMCA bulletproof'.
