Cant reinstall games I've removed

removed some hentai vn by deleteing the files (a while ago), wanted to comeback to them but I can't reinstall them. I get an error message and then the installer doesn't launch.
attached is the error message that appears.
pretty sure its to do with improper uninstallation but the files themselves are gone and when I try to add/remove a program it tells me the files no longer exist etc.
any advice or solutions?

make sure you haven't changed local/language settings or download a program called "Japanese local" and run installer with right click--> run with Japanese local.
If that's not the case try finding IObit uninstaller and use the free version to check your pc for un deleted files.
Hope that helps cause not sure what other changes you might have done on your pc software or hardware.
