U need to talk to Kate at pool but before that you need to talk to Aunt about Eric and then she will suggest you to ask Kate about her mom and then you have to buy Big Package of Weed for $500 and then from your PC you can call Kate's Mom thru Skype

No but you must have done all 4 on line courses and have done a lot of chores for mom in the beginning of the game.
