Guys can someone say what is different between this rebuild version v0.04.02 and previous one which was another story version v0.09.2.03...Which one should I play, this REBUILD one or previous one which was ANOTHER STORY ?

Play the previous version, there is more content... The new version is more beautiful but there is not enough content.

Unknown. The story design might even stretch a story arc over several chapters. However, the next update should be one of the last ones for chapter 1 as I understand it. So some shorter storylines will probably be completed soon.
Would you recommend continuing to play straight away or waiting until everything is out?

I prefer completed games. Especially in this case I recommend waiting for CH1 to be completed, because until then savegames won't remain compatible after updates, since he is still tweaking the beginning of the game.
But once in a while I also make compromises, because most patreon supported games come out in small portions. So I usually wait for a few updates, play the content, then play the waiting game again.
Edit: The old 0.9 build you can play of course, since that one won't be continued. It's different from the rebuild and even if we will never see the end of it, it's worth to be checked out.

About german ... Lukumoide posted a few screenshots from a german version, but I don't know if that's the legacy version or the rebuild. Althgough german is my mother tongue, I prefer to play games in english, so I didn't bother. You'll have to look for yourself.
Try Man of the House. It has a very similar setting and I liked it a lot. The older+younger sister setting is not that uncommon, you'll stumble across it once in a while. The first game where I saw it was a text adventure called Sam Shooter.
There's also a Ren'Py Remake of the original Big Brother called "Big Brother Ren'Py Story Remake". It's almost a 1:1 carbon copy with some fan art expansions and more Eric ntr content.
Big Brother Another story is a very different approach to the scenario.
