Beginner: How to make anime characters and animations

Hi all,

I'm a beginner and looking into game development. I want to make a RPG game with anime characters and came across MMD, but MMD seems quite outdated.

Which tools and software do you guys use for anime character creation and animation?
Would appreciate it a lot if you could give me some pointers and/or recommendations!
