It is. As a rule of thumb: the higher the version the newer it is, e.g. 0.2 > 0.1 ; 0.2d > 0.2b

No, android is not up-to-date, not the same version (android 0.2b - PC 0.2d) so, in android, not mom's massage and not dad's workplace. And in both versions it's not possible to talk to neighbors yet.

The Android version is bugged do not play that version. If you're playing on PC you could upload your save here, I'll check it out.
