The mere act of not going to the dance helped secure Nan's job which eventually allowed her to gain a connection with Ulysses when the latter took an interest in her company's research (with the connection later on becoming fruitful during Orion's search for the other gem holders in the real world, namely Thanatos in particular). Plus the job security allowed her to become an ideal host for Orion during his stay in Kredon, thus allowing the events of the story to play out as is.

In Penny's case her small acts are just as important as Annie deciding to go with Orion to Kredon and thus convincing him to take the exchange student program. Just because they're not on the grand side doesn't make them any less significant.
